The legal framework was strengthened by the Security Council to increase international co-operation. The council acted rapidly in preventing threats of terrorism such as acquiring of weapons and financing the weapons. The Council was aware of the fact that this will increase the rate of mass destruction and enable cross-border information sharing by law authorities[1]. A Counter-Terrorism Committee was established to administer the implementation of the measures taken under the Anti-Terrorism Crime and Security Act. In the context of European Union, African Union, and the League of Arab States some regional approaches have been developed to enhance regional co-operation. Throughout the world, there has been a propagation of security and counter-terrorism legislation and policy since the adoption of the Security Council Resolution. The adoption has affected the enjoyment of human rights. The practical and legislative measures concerning meeting obligations related to counter-terrorism have concerned many countries and have created a negative impact on fundamental human rights and civil rights and liberties. Steps taken to fight terrorism should be in compliance with the human rights law. This is the responsibility of the states[2]. Further The Human Rights Act 1998 (Designated Derogation) Order 2001 (SI2001/3644) has committed to formulating measures to ensure that there is admiration for rights related to human beings for all and the rule of law as the basis of the struggle against terror campaign. This is ensured through the adoption of the United Nations Global Counter-Terrorism Strategy by the General Assembly[3]. The member states focus is to address the conditions that have favored the increase of terrorism, such as lack of rule of law and contraventions of rights related to human beings, and make sure that any steps taken to counter terrorism complies with the international law, particularly, human rights standards, civilized law, and immigrant law. In the year, 2005, The World Summit Outcome, considered the query of deference to human rights while combating terror campaign and decided that international co-operation to fight terrorism must be concluded in compliance with the foreign law. Emphasis is laid on the States that, they should guarantee that the procedures taken to combat violence must fulfill the commitments planted in the International Human Rights Law. The United Nations Global Counter-Terrorism Strategy confirms the inextricable association between security and human rights. The member states have committed to making sure that reverence for the rule of law and human rights is the basis of the struggle against terror campaign[4]. The global counter-terrorism treaties have expressly required compliance with human rights standards. For instance, Article 15 of the International Convention allows that states to accept or refuse legal help if there are substantial grounds for doing so. Article 17 deals with fair treatment of any individual who were taken into protection, and Article 21 makes it clear that the rights and responsibilities of the member states are not affected[5].
